OV2 33b1a63238 Introduce new APU timing hack
Timings.APUAllowTimeOverflow allows the SPC to cross the time limit
set by CPU.Cycles. Currently fixes Earthworm Jim 2, Ms. Pacman and
NBA Hang Time.
